Policy 


• Conditions for granting Deferment:

i. Any deferment granted would ordinarily be up to a maximum of one year. If necessary and upon a fresh request, the deferment may

 be further extended. However, if the deferment has been more than 12 months, the Student Pass will be cancelled, and student will

 need to re-apply a new Student Pass when they return. 

ii. Requests for extension can be considered on a case-by-case basis. 

iii. Deferment is subject to the availability of courses offered. The College reserves the right to offer similar courses in replacement 

with discontinued courses.

iv. The course must be on-going such that by the time the student returns at the end of the deferment period, he is still able to study

 all the required courses and successfully complete the requirements for graduation. Acceptable reasons (but not limited to) may 

include:

o Family members who are very sick or dying where the student’s presence at home is required.

o Traumatic family circumstances (e.g. death of a parent in an accident) where the family needs to be together to support each other.

o Sickness or poor health where the student needs to have an extended period of rest.

v. If the student is under 18 years of age, the Student Services/Admin Department will contact the parent / legal guardian and seek 

confirmation of the request for deferment. 

vi. The Student Services/Admin Department will consider the deferment request and may consult with the Management Team. The

 final outcome must be relayed and approved by the Management Team.

vii. Where a deferment is allowed:

o All supervisory processes are suspended. The student does not undertake any academic work and is considered to be ‘inactive’.

o No course fees will be charged during the deferment period.

o FPS protection will be extended as appropriate for unused course fees paid for the period of deferment.

o Unused course fees will be accounted for in accordance with the college’s revenue recognition policy where course fees are 

recognized on an accrual basis over the period which now includes the deferment period.

o The length of time of the deferment is not included in the time period for completion of the course and any deadlines will be 

adjusted accordingly. (The policy of the college is not to allow course extensions where a student is given an extended period to 

complete a course that other students in the same course would not normally be given.) 

viii. International Students are to note that they will need to apply for a new student pass when rejoining the college and this is

 subject to ICA’s approval. 


Procedure


c. For any requests on Transfer, Deferment and Withdrawal, students are to fill in the Transfer Request Form / Withdrawal Request

 Form / Deferment Form and submit it to the Student Services /Admin Department. For eligible refund cases, the Refund Request 

Form will be completed as well.

d. Students should state the reasons for the request.

e. Upon receipt of the Transfer Request Form / Withdrawal Request Form / Deferment Form, the Student Services/Admin Department

 is to contact the parents/guardians/students to find out further the intention of the request. This is to be done within 5 working days

 upon receipt of the Transfer Request Form / Withdrawal Request Form / Deferment Form (based on the date of application).

f. For any refund cases, the Student Services/Admin Department would need to explain and document down in the Refund Request

 Form how the refund amount is being computed. 

g. The Student Services/Admin Department would also need to inform External Academic Partners and seek permission for deferment

 of studies for students that are enrolled in courses with External Academic Partners (If applicable).

h. The Management Team would need to approve (Course Transfer, Deferment and Withdrawal) all requests in the Transfer Request

 Form / Withdrawal Request Form / Deferment Form. 

i. For students under the age of 18 Years Old, evidence of consent from the parent / legal guardian would be documented in the

 Transfer Request Form / Withdrawal Request Form / Deferment Form.  

j. Upon Management Team approval, the Student Services/Admin Department would need to notify students in writing of the

 outcome via letter.

k. Student Services/Admin Department would need to take note of the maximum processing time, including informing students 

of the final outcome, as follows: - 

• Refunds, including payment made to students: within 7 working days.

• Transfer, Withdrawals and Deferment: within 4 weeks 

l. Student Services/Admin Department would also need to make the following updates as and when necessary: - 

• Cancellation of student pass (within 7 working days)

• Update / application of student pass (within 7 working days)

• Processing Refunds (if applicable)
